The Union Cabinet has approved the Pradhan Mantri Janjati Adivasi Nyaya Maha Abhiyan (PM Janman) with a total outlay of Rs 24,104 crore on 29 November 2023. Under this, the focus will be on 11 important areas through nine concerned ministries.

  • The Prime Minister had announced this campaign from Khunti, Jharkhand on the occasion of Tribal Pride Day on 15 November.
  • Of the total expenditure on PM Janman at Rs 24,104 crore, the central share is fixed at Rs 15,336 crore and the state share is fixed at Rs 8,768 crore.

Prime Minister PVTG Development Mission:

  • Pradhan Mantri PVTG Vikas Mission will be launched to improve the socio-economic conditions of Particularly Vulnerable Tribal Groups (PVTGs). An announcement about this was made in the Budget Speech 2023-24.
  • It will provide basic amenities like safe housing, clean drinking water and sanitation, better access to education, health and nutrition, road and telecom connectivity and sustainable livelihood opportunities to PVTG families and settlements.
  • An amount of Rs 15,000 crore will be made available to implement the mission over the next three years under the Development Action Plan for Scheduled Tribes (DAPST).

Scheduled Tribes in India:

  • According to the 2011 census, the Scheduled Tribe population in India was 10.45 crore, of which 75 communities located in 18 states and the union territory of Andaman and Nicobar Islands are classified as Particularly Vulnerable Tribal Groups (PVTGs).
  • At present there are a total of 75 vulnerable tribal groups in the country, which reside in 22544 villages in 220 districts. They have a combined population of approximately 2.8 million.

Work to be done by the government for the welfare of PVTG:

  • PVTGs encounter vulnerability in social, economic, and educational domains.
  • PM-Janman Yojana (combining Central Sector and Centrally Sponsored Schemes) is focusing on 11 priority sectors through 9 Ministries including the Ministry of Tribal Affairs.
  • Additionally, the Ministry of AYUSH will set up AYUSH Wellness Centers as per the existing norms and AYUSH facilities will be extended to PVTG settlements through mobile medical units.
  • The Ministry of Skill Development and Entrepreneurship will facilitate skill and vocational training in PVTG settlements, multipurpose centers and hostels as per the appropriate skills of these communities.

Announcement of PVTG mission of Rs 24 thousand crore:

  • Prime Minister Modi has announced the launch of a Rs 24,000 crore scheme on 15 November 2023 aimed at the overall development of Particularly Vulnerable Tribal Groups (PVTGs).
  • On this occasion, the Prime Minister also launched a campaign to make eligible beneficiaries aware of the major schemes of the Central Government running in urban and rural areas and to provide them the benefits of those schemes.
