India's First Greenfield Integrated Refinery-cum-Petrochemical Complex in Rajasthan

PM Narendra Modi made a visit to Rajasthan and Gujarat on 4th July, 2026, and started things off with the inauguration of Jodhpur Airport's new terminal before heading to Balotra. At Pachpadra, Balotra District, Rajasthan, he dedicated HPCL Rajasthan Refinery Limited (HRRL), India's first-ever greenfield integrated refinery-cum-petrochemical complex.
The greenfield refinery has a capacity of 9 million metric tonnes per annum (MMTPA) and was built as a joint venture between Hindustan Petroleum Corporation Limited (HPCL) and the Government of Rajasthan, with a total investment crossing ₹79,450 crore. Sitting on Rajasthan's desert terrain, engineers have called it a remarkable infrastructure achievement given the conditions.
Beyond fuel, the complex is expected to give a significant boost to MSMEs, packaging, textiles, auto components, and agri-films across the state's western districts, sectors that will now have a local petrochemical supply base to draw on.

Later in the evening, Modi will move to Gujarat to inaugurate the CG Semi OSAT semiconductor facility at Sanand, Ahmedabad — one of India's first chip packaging units with a production capacity of up to 5 billion chips annually.
