Prime Minister Narendra Modi inaugurated the Dharti Aaba Janjatiya Gram Utkarsh Abhiyan
in Hazaribagh, Jharkhand, on 2nd October 2024. Prime Minister Modi was on a day-long visit to Jharkhand, where he laid foundation stones and inaugurated projects worth Rs 83,000 crore. It included Eklavya Model Residential Schools and the foundation stones of various developmental projects under the Pradhan Mantri Janjati Adivasi Nyaya Maha Abhiyan (PM-JANMAN), targeting the tribal communities.
Dharti Aaba Janjatiya Gram Utkarsh Abhiyan
- The Union Ministry of Tribal Affairs has launched the Dharti Aaba Janjatiya Gram Utkarsh Abhiyan.
- The Abhiyan aims to fill critical gaps in social infrastructure, health, education, and livelihood through 25 intervention schemes implemented by 17 central government Ministries and the Department of Government of India.
- The scheme's total expenditure is Rs 79,150 crore. The Abhiyan will cover around 63,000 villages in 549 districts and 2,740 blocks across 30 States and Union Territories.
- It is expected to benefit more than 5 crore tribal people in the targeted areas.
Eklavya Model Residential Schools (EMRS)
- Prime Minister Modi also inaugurated 40 Eklavya Model Residential Schools (EMRS) and laid the foundation stone for 25 EMRS worth over Rs 2,800 crore.
- The Eklavya Model Residential Schools (EMRS) was launched in 1997-98 by the Union Ministry of Tribal Affairs to provide quality education to Scheduled Tribes children in remote areas.
- From 2022, every block with a population of more than 50% Schedule Tribes and at least 20,000 tribal persons will have an EMRS.
- Each school can accommodate 480 students, of class VI to XII.
First Anniversary of PM-Janman Yojana
- The Prime Minister also announced that on 15th November 2024, Janjati Gaurav Diwas, India, will celebrate the first anniversary of the Pradhan Mantri Janjati Adivasi Nyaya Maha Abhiyan (PM-JANMAN).
- Since 2021, the Janjatiya Gaurav Diwas has been celebrated on 15 November to commemorate the birthday of tribal freedom fighter Birsa Munda.
- Various projects worth Rs 1380 crore under the PM-JANMAN were inaugurated, and Prime Minister Modi laid the foundation stones for new projects. These include the construction of more than 1380 km of road, 120 Anganwadis, 250 multi-purpose centres, and 10 school hostels.
- The Pradhan Mantri Janjati Adivasi Nyaya Maha Abhiyan (PM-JANMAN) was launched by the Prime Minister on 15 November 2023 on the occasion of the Janjati Gaurav Diwas in Khunti, Jharkhand.
- The duration of the scheme is three years, and the total outlay is 24,104 crore (Central Share: Rs.15,336 crore and State Share: Rs.8,768 crore)
The scheme aims to provide Particularly Vulnerable Tribal Groups (PVTGs) households and habitations with basic facilities such as sustainable livelihood opportunities, safe housing, clean drinking water and sanitation, road and telecom connectivity, improved access to education, health and nutrition, and sustainable livelihood opportunities.
According to the 2011 census, the total tribal population in the country was 10.45 crore. The central government has recognised 75 tribal communities in 18 States and the Union Territory of Andaman and Nicobar Islands as Particularly Vulnerable Tribal Groups (PVTGs).
