Uttar Pradesh has achieved 100 percent ODF Plus status of all 95,767 villages in the Swachh Bharat Mission (Grameen) Phase II. An ODF Plus village is one which has become open defecation free with the implementation of solid or liquid waste management systems.

More than 80,000 villages achieved ODF Plus status in just nine months:

  • Till January 1, 2023, only 15088 villages were ODF Plus in the state.
  • In just nine months, more than 80 thousand villages have achieved ODF Plus status in the state and this accelerated pace has resulted in timely achievement of ODF Plus.
    • Of the 95,767 ODF Plus villages, 81,744 villages are ODF Plus Aspirational Villages with solid waste management or liquid waste management;
    • 10,217 villages are ODF Plus emerging villages with provision for both solid waste management and liquid waste management and
    • 3,806 villages are ODF Plus Model villages.
  • Overall, till now there is a system of solid waste management in 15,649 villages and there is a system of liquid waste management in 95,048 villages.

What is ODF Plus Model Village?

  • ODF Plus Model Villages are villages that have maintained their ODF status and have both solid waste management and liquid waste management in place. The following are included under this:
    • They comply with direct sanitation i.e. there is minimum garbage and minimum accumulation of waste water,
    • There is no plastic waste in public places here; And
    • Information, Education and Communication (IEC) messages related to ODF Plus are displayed here. At present there are a total of 96,192 villages in the country as ODF Plus model villages.

Swachhta Hi Seva (SHS) – 2023 Campaign:

  • This achievement of 100 percent has been achieved in the state during the ongoing Swachhta Hi Seva (SHS) – 2023 campaign.
  • Swachhta Hi Seva (SHS) campaign is celebrated every year from 15 September to 2 October under the Swachh Bharat Mission (Grameen) of the Department of Drinking Water and Sanitation, Ministry of Jal Shakti.
  • So far this year, about 88 lakh people have participated and contributed to Shramdaan on a large scale, thereby accelerating the attainment of ODF Plus status.
  • The ODF Plus achievement was celebrated by felicitating those Gram Panchayats who had done exemplary work and declared their Gram Panchayats as ODF Plus models.

Awarded for contribution to SBM-G in the state:

  • The award winners include 60 best Gram Panchayats who have contributed in making Gram Panchayat as a model;
  • 75 sanitation workers (one from each of 75 districts) were also honored for their contribution.

People were encouraged by the local cultural programme:

  • People were encouraged to work in this direction by demonstrating live models of solid waste, liquid waste, RRC and model villages to learn and move forward in the activities.
  • Under this, activities like “Promoting Belief in Watching” and cultural programs like ‘Education through Entertainment’, magic show on garbage free theme, puppet show involving local/folk media groups were organized.

75% villages in India declared themselves ODF Plus:

  • Nearly 75 per cent of 4.43 lakh villages across the country have declared themselves ODF Plus.
  • This is an important step towards achieving the targets of Swachh Bharat Mission (Grameen) Phase II (SBM-G Phase II) by 2024-25.

Best Performing States/UTs by achieving 100% ODF Plus Villages:

  • Andaman and Nicobar Islands, Dadra and Nagar Haveli, Goa, Gujarat, Himachal Pradesh, Jammu and Kashmir, Karnataka, Kerala, Ladakh, Puducherry, Sikkim, Tamil Nadu, Telangana, and Tripura.

Details of ODF Plus Villages:

  • Till date ODF Plus villages – 4,43,964
  • The villages moving towards becoming villages with solid waste management or liquid waste management system with the achievement of ODF Plus are – 2,92,497
  • Villages in the ODF Plus Rising category, which include villages with both solid waste management and liquid waste management systems – 55,549 and
  • The villages are ODF Plus Model Villages – 96,018.
  • Overall, till now 2,31,080 villages have solid waste management arrangements and 3,76,353 villages have liquid waste management arrangements.

The country moved from ODF to ODF Plus status:

  • The achievement of 75 per cent ODF Plus villages is a turning point in the sanitation sector for India, as the country moves from ODF to ODF Plus status in the Swachh Bharat Mission Phase II.

The major components of Phase-II of SBM(G) include the following:

  • Maintaining open defecation free status (ODF-S),
  • solid (biodegradable) waste management,
  • Plastic Waste Management (PWM),
  • Liquid Waste Management (LWM),
  • Fecal Sludge Management (FSM),
  • Gobardhan,
  • Information Education and Communication/Behavior Change Communication (IEC/BCC) and
  • Capacity building is included.
  • Swachhata Hi Seva (SHS) – 2023 Campaign
  • 5 crore people have participated in this campaign and more than 2.05 crore people have donated labour.
  • Along with 34 States/UTs in SBM-G, about 42 partner Ministries/Departments are also actively participating in SHS 2023.

Solid Waste Management:

  • Plastic Waste Management – In terms of plastic waste management, 2,380 plastic waste management units and 1,78,556 waste collection and segregation sheds have been established.
  • More than three lakh vehicles are available to ensure effective solid waste management in the country.
  • More than 2,603 blocks in the country are equipped with plastic waste management units.
  • A total of 23 States/UTs are using waste plastic for bituminous road construction.
  • Two states – Tamil Nadu and Kerala – are using it in cement factories.

Biodegradable Waste Management:

  • For biodegradable waste management at household level, people are being encouraged to segregate their dry and wet (organic) waste at source for composting at community level.
  • At present 4,94,822 community compost pits and 1,78,554 waste collection sheds have been constructed and about 3,16,123 vehicles are active for collection and transportation of waste.
  • Construction of 729 biogas and 63 CBG plants has been completed in 279 districts.

Grey-Water Management:

  • In rural areas, 65-70 per cent of potable water used domestically is converted from grey-water, which is estimated to be 36 liters per person per day.
  • This estimate is based on the mandatory supply of 55 liters of potable water per person as per Jal Jeevan Mission.
  • SBM(G) has taken the initiative to promote effective management of grey-water in rural areas by launching ‘Sujlam’ campaign in three editions from 2021-23.
  • A total of 63 per cent villages have achieved grey-water management facilities and have contributed to ODF Plus achievements. The remaining 37 percent villages can also achieve this soon.
