The Ministry of Education has recently notified all states to obtain the consent of parents for schools under their jurisdiction to initiate the enrolment process. This new initiative is called the Automated Permanent Academic Account Registry (APAAR).

What is APAAR?

  • As part of the National Education Policy of 2020, the government of India is creating a unique identification system called the Automated Permanent Academic Account Registry (APAAR), also known as 'One Nation, One Student ID.' 
  • APAAR is an 'EduLocker' that aims to provide a registry of the entire education ecosystem, including students, teachers, schools, and colleges. 
  • Earlier this year, Dr Anil Sahasrabuddhe, the head of the National Educational Technology Forum (NETF) and former AICTE Chairman, had mentioned the development of this registry to bridge educational gaps and promote technology-based interventions in the education sector. 
  • APAAR will provide a unique identification number to every student enrolled in pre-primary to higher education, in addition to their Aadhaar ID.

How can a Student get Enrolment?

  • The school will handle the enrollment process with the parents' consent, who can withdraw it at any time.
  • The government has guaranteed that the data will only be disclosed to relevant government agencies if necessary.
  • All information gathered by the schools about each student will be saved in a centralized District Information for Education system.

What will be the benefit to students?

  • The APAAR is a unique ID number that stays with a student for their entire life. This number will make it easier for students to keep track of their academic journey and achievements.
  • They can use it to digitally store their exam results, learning outcomes, and co-curricular achievements, such as rankings in Olympiads or receiving specialized skills.
  • The APAAR will also simplify the transfer of a student from one school to another. All the necessary documents required for admission can be obtained from one place, making the process hassle-free.

What are the Challenges involved?

  • There are concerns surrounding Aadhaar's data security and the frequent data breaches that have occurred. As a result, many people are hesitant about beginning the APAAR registration process.
  • School authorities are concerned about the pending Aadhaar verification of students, which is currently optional. 
  • The addition of the APAAR registry could further burden the teaching faculty with additional administrative tasks.
