Tamil Nadu became top coastal state in Exemplars category at the LEAPS 2025 Awards

Union Commerce and Industry Minister Shri Piyush Goyal honoured the winners of the LEAPS Awards 2025 in 13 categories including Core Logistics, MSMEs, Startups, Institutions and Special Categories on the occasion of releasing the LEAPS Awards 2025 and LEADS Report 2025 in New Delhi on May 13, 2026.
Exemplars: Exemplars showcase those states and union territories whose performance has been the best; they have consistently performed excellently in policy, infrastructure, service delivery and regulatory matters.
Coastal state: Tamil Nadu
Landlocked state: Uttar Pradesh
North Eastern state: Mizoram
Union Territory: Delhi
High Performers: High Performers include those states and union territories that have shown strong and consistently good results across most performance indicators.
Coastal states: Gujarat, Kerala, Maharashtra
Landlocked states: Haryana, Telangana, Chhattisgarh, Bihar
North Eastern states: Tripura, Meghalaya
Union Territories: Jammu and Kashmir, Puducherry
Accelerators: Accelerators include those states and union territories that have shown significant speed towards improvement in recent years and have a clear approach towards reforms.
Coastal states: Andhra Pradesh, Odisha, Goa, Karnataka
Landlocked states: Punjab, Jharkhand, Madhya Pradesh, Uttarakhand, Himachal Pradesh
North Eastern states: Nagaland, Arunachal Pradesh, Manipur, Assam
Union Territories: Dadra and Nagar Haveli and Daman and Diu, Chandigarh, Ladakh, Lakshadweep
Growth-Seekers: Growth Seekers showcase those states and union territories that are in the early stage of development of logistics systems and institutional strengthening.
Coastal state: West Bengal
Landlocked state: Rajasthan

These awards were launched to support the goals of the National Logistics Policy (NLP) 2022 and PM Gati Shakti, aimed at reducing logistics costs and improving India’s efficiency.
The first award ceremony was held in 2024.
The Logistics Excellence, Advancement and Performance Shield (LEAPS) Awards are a prestigious initiative of DPIIT (Ministry of Commerce and Industry), Government of India, aimed at recognising excellence in the logistics sector.
By mid-2026, these awards are in their fourth edition (LEAPS 2025), celebrating innovations aligned with the National Logistics Policy.
These awards evaluate stakeholders in core logistics (air, rail, road, maritime), warehousing, MSMEs, startups and educational institutions.
