UPSC CSE Eligibility Criteria 2025 

The Candidates applying for the examination should ensure that they fulfill all eligibility conditions for admission to the examination mentioned in the UPSC CSE Notification 2025. Admission to all stages of the examination will be strictly provisional, contingent upon meeting the prescribed eligibility criteria.

In this section, we are detailing UPSC CSE Eligibility Criteria for your reference:-

Nationality

For the Indian Administrative Service (IAS), Indian Foreign Service (IFS) and Indian Police Service (IPS), a candidate must be a citizen of India.

For other services, candidates must be either:
(a) a citizen of India,
(b) a subject of Nepal or Bhutan,
(c) a Tibetan refugee who arrived in India before 1 January 1962 intending to settle permanently, or
(d) a person of Indian origin who migrated from specified countries (Pakistan, Burma, Sri Lanka, Kenya, Uganda, Tanzania, Zambia, Malawi, Zaire, Ethiopia, or Vietnam) intending to settle permanently in India.

Note:- Candidates except Indian citizens require an eligibility certificate from the Government of India.

Age Limit & Relaxation

The UPSC CSE Notification 2025 specifies the age criteria for candidates:

  • Minimum Age: 21 years (as of 1st August 2025).
  • Maximum Age: 32 years (as of 1st August 2025).

This means candidates must be born between 2 August 1993 and 1 August 2004 (both dates inclusive).

Educational Qualification

To be eligible for the UPSC CSE 2025, a candidate must hold a graduate degree from a recognized university.

Candidates who have appeared for their qualifying exams but have not yet received their results, as well as those intending to appear, are also eligible to take the exam. However, they must provide valid proof of passing, such as a degree certificate, final mark sheet, or provisional degree certificate, issued by the competent authority after the formal declaration of results.

Every candidate who appears in the examination is allowed six (6) attempts at the CSE. Candidates from the SC/ST/OBC and PwBD categories who are otherwise eligible will have a relaxation in a number of attempts. The details are as follows:

Note:

A candidate who is appointed to the Indian Police Service on the basis of the results of an earlier examination and remains a member of that Service is ineligible to apply for the Indian Police Service.

Application Process for UPSC IAS Exam 2025

The application process for the UPSC IAS Examination involves the following steps:

  • Online Registration: Candidates need to register on the UPSC official website with essential details.
  • Payment of Application Fee: The fee can be paid online or through the SBI bank challan.
  • Uploading Documents: Scanned copies of documents, including photographs and signatures, are to be uploaded.
  • Choice of Exam Centre: Candidates can select their preferred examination centre.

Follow the steps mentioned below to apply easily:

  • Visit the official website of UPSC.
  • In Part - I registration, candidates must fill out all personal information, such as name, age, address, and so on.
  • After finishing this step, double-check that all of your information is correct. After hitting the submit button, no changes can be made.
  • In Part II registration, candidates must submit all required documents, including educational credentials, ID proof, age relaxation if applicable, portrait, signature, payment details, and a declaration. 
  • Select the exam centre where they will take the exam.
  • Candidates must also include a valid email address for future use.
  • Finally, candidates can submit the application form by clicking the "I Agree" option.

UPSC CSE Selection Process 2025

The UPSC IAS Examination comprises two stages:

Stage-I Preliminary Examination (Prelims): 

This stage consists of two objective-type papers - General Studies Paper-I and General Studies Paper-II (CSAT). The marks obtained in this stage are qualifying in nature and are not counted for the final merit.

Stage-II Main Examination (Written and Interview):

This stage is further divided into two stages, i.e., the written descriptive examination and the personality test.

  • The Written Exam consists of nine subjective papers, including a qualifying paper in any Indian language and English, followed by seven papers on various subjects. Marks obtained in the Mains and the Interview are considered for the final selection.
  • UPSC CSE Mains (Interview): Candidates who qualify for the Mains are called for an interview, which assesses the candidate's personality, communication skills, and suitability for the civil services.

UPSC CSE Exam Pattern 2025

There will be a prelim examination to select the most qualified candidates for the main exam. Candidates who pass the preliminary examination will be considered for the main examination.

Preliminary Examination

  • Both the question papers will be of the objective type (multiple choice questions), and each will be of two hours duration. 
  • The General Studies Paper-II of the Civil Services (Preliminary) Examination will be a qualifying paper with minimum qualifying marks fixed at 33%. 
  • The question papers will be set both in Hindi and English.  
  • There will be a negative marking of ⅓ marks for each wrong answer.

The Union Public Service Commission (UPSC) will shortly make the UPSC CSE Prelims Admit Card available on its official website.  Candidates must present their UPSC IAS Admit Card 2025 in order to enter the exam centre. Those who do not comply will be barred from taking the UPSC IAS Recruitment 2025 exam.

Simply follow these simple steps to obtain your 2025 admission card:

Step 1: Go to the UPSC website's official page.

Step 2: Click on the ADMIT CARD tab on the homepage and click the, “Download UPSC IAS (Prelims) Admit Card 2025” link.
