The Candidates applying for the examination should ensure that they fulfill all eligibility conditions for admission to the examination mentioned in the UPSC CSE Notification 2025. Admission to all stages of the examination will be strictly provisional, contingent upon meeting the prescribed eligibility criteria.
In this section, we are detailing UPSC CSE Eligibility Criteria for your reference:-
For the Indian Administrative Service (IAS), Indian Foreign Service (IFS) and Indian Police Service (IPS), a candidate must be a citizen of India.
For other services, candidates must be either:
(a) a citizen of India,
(b) a subject of Nepal or Bhutan,
(c) a Tibetan refugee who arrived in India before 1 January 1962 intending to settle permanently, or
(d) a person of Indian origin who migrated from specified countries (Pakistan, Burma, Sri Lanka, Kenya, Uganda, Tanzania, Zambia, Malawi, Zaire, Ethiopia, or Vietnam) intending to settle permanently in India.
Note:- Candidates except Indian citizens require an eligibility certificate from the Government of India.

To be eligible for the UPSC CSE 2025, a candidate must hold a graduate degree from a recognized university.
Candidates who have appeared for their qualifying exams but have not yet received their results, as well as those intending to appear, are also eligible to take the exam. However, they must provide valid proof of passing, such as a degree certificate, final mark sheet, or provisional degree certificate, issued by the competent authority after the formal declaration of results.
Every candidate who appears in the examination is allowed six (6) attempts at the CSE. Candidates from the SC/ST/OBC and PwBD categories who are otherwise eligible will have a relaxation in a number of attempts. The details are as follows:

Payment of the application fee can be made in any State Bank of India branch by cash or by credit card, debit card, master card, RuPay card, or UPI payment, by using the net banking facility of any bank.
The UPSC IAS Examination comprises two stages:
This stage consists of two objective-type papers - General Studies Paper-I and General Studies Paper-II (CSAT). The marks obtained in this stage are qualifying in nature and are not counted for the final merit.
This stage is further divided into two stages, i.e., the written descriptive examination and the personality test.
There will be a prelim examination to select the most qualified candidates for the main exam. Candidates who pass the preliminary examination will be considered for the main examination.

The Union Public Service Commission (UPSC) will shortly make the UPSC CSE Prelims Admit Card available on its official website. Candidates must present their UPSC IAS Admit Card 2025 in order to enter the exam centre. Those who do not comply will be barred from taking the UPSC IAS Recruitment 2025 exam.
Simply follow these simple steps to obtain your 2025 admission card:
Step 1: Go to the UPSC website's official page.
Step 2: Click on the ADMIT CARD tab on the homepage and click the, “Download UPSC IAS (Prelims) Admit Card 2025” link.
Step 3: Enter your login information, i.e. your Reg. No. and Password and your Admit Card will be displayed on the screen.
Step 4: Save the Admit Card PDF to your device and print out two or three copies of it for later use.
The official UPSC Answer Key 2025 will be released on the UPSC's official website after the exam. Once available, candidates can download the UPSC CSE Answer Key 2025 to calculate their scores. We will provide a direct link to download the UPSC IAS Answer Key 2025 below as soon as it is released.
