Harivansh Re-Elected Rajya Sabha Deputy Chairman Third Time

Harivansh Narayan Singh has been elected unopposed as the Deputy Chairman of the Rajya Sabha for the third consecutive time. On 17 April, 2026, he began his third consecutive term, marking a historic milestone.
He has become the first nominated member to hold this position, reflecting strong consensus across parties and recognition of his parliamentary abilities. His election was proposed by J.P. Nadda, who is the Leader of the House in the Rajya Sabha.
His previous term ended on 9 April, 2026, creating a vacancy, which has now been filled without any contest. A journalist-turned-politician, Harivansh has been serving as Deputy Chairman since 2018.
This election is particularly historic, as Harivansh is the first nominated member of the Rajya Sabha to become Deputy Chairman. Traditionally, this position has been held by elected members.
Harivansh is a journalist-turned-politician, known for his calm and balanced approach during parliamentary proceedings. He has been a former editor of 'Prabhat Khabar'.
He is also known for maintaining discipline and impartiality in the House. His re-election further strengthens confidence in his leadership and procedural expertise.
The Deputy Chairman of the Rajya Sabha is elected by the Rajya Sabha itself from among its members. To be elected as Deputy Chairman, a candidate must secure a 'simple majority'—that is, a majority of members present and voting in the House.
The election process is presided over by the Chairman of the Rajya Sabha. Generally, the term of the Deputy Chairman ends with the term of his membership in the Rajya Sabha.
However, in any one of the following three situations, he has to vacate the office before the completion of his term:
Election (Article 89): The Rajya Sabha shall, as soon as possible, choose one of its members as Deputy Chairman. Whenever the office becomes vacant, the Rajya Sabha shall choose another member as Deputy Chairman.
Vacancy of office (Article 90): The office of the Deputy Chairman becomes vacant when he:
Ceases to be a member of the Rajya Sabha.
Submits a written resignation to the Chairman.
Is removed by a resolution passed by a majority of all the then members of the Rajya Sabha.
Procedure for removal: A resolution for removal of the Deputy Chairman can be moved only after giving 14 days’ prior written notice.
Powers and duties (Article 91): In the absence of the Chairman or when the Vice-President is acting as President, the Deputy Chairman performs all the duties of the Chairman.
Casting vote: When presiding, the Deputy Chairman can exercise a casting vote in case of a tie.
Special provision (Article 92): When a resolution for the removal of the Deputy Chairman is under consideration, he cannot preside over the sitting of the House even if present.
S. V. Krishnamoorthy Rao was the first Deputy Chairman of the Rajya Sabha; he served in this position from 31 May, 1952 to 1 March, 1962. He served two consecutive terms (1952–1956 and 1956–1962) and was elected unopposed.
Violet was the first woman Deputy Chairman; she served in this position from 19 April, 1962 to 16 November, 1969.
