The 11th edition of the Conference of the States Parties (COSP-11) to the United Nations Convention against Corruption (UNCAC) was held in Doha, Qatar from 15 to 19 December, 2025.
- The 11th edition of the Conference of the States Parties (COSP-11) to the United Nations Convention against Corruption (UNCAC), which is the world’s largest anti-corruption conference, was held in Doha, Qatar from 15 to 19 December, 2025.
- The 5-day conference was hosted by the State of Qatar in cooperation with the United Nations Office on Drugs and Crime (UNODC). The next 12th COSP session will be held in Uzbekistan.
Doha Declaration - 2025
- The conference concluded successfully and adopted the ‘Doha Declaration 2025: Strengthening International Cooperation and Technical Assistance and Leveraging the Opportunities Provided by Artificial Intelligence (AI) Systems in Preventing and Combating Corruption’.
- This declaration urges member states to leverage digital technologies, including AI, to enhance global law enforcement cooperation in cross-border corruption and to increase the accuracy, efficiency and impartiality of national efforts to measure corruption risks.
- It emphasizes the use of digital technologies developed by expert networks to ensure secure and immediate exchange of information, including through the UNODC Global Operational Network of Anti-Corruption Law Enforcement Authorities (GlobE Network).
- In addition to the Doha Declaration, the conference adopted 11 resolutions on various corruption-related issues.
- These resolutions focus on improving transparency in the financing of political parties, candidates for elected public offices and election campaigns.
Previous editions
- The 10th session of the Conference of the States Parties (CoSP10) to the United Nations Convention against Corruption (UNCAC) was held in Atlanta, USA from 11 to 15 December, 2023, with more than 2,000 representatives from 160 countries participating.
- The first session of the Conference of the States Parties (COSP) to the United Nations Convention against Corruption (UNCAC) was held from 10-14 December, 2006 in Amman, Jordan.
UNCAC
- The United Nations Convention against Corruption (UNCAC), adopted in 2003 and in force since 2005, is the only legally binding, universal international anti-corruption treaty.
- Between January, 2002 and October, 2003, the text was negotiated in seven sessions by an ad hoc committee in Vienna.
- The United Nations General Assembly adopted the Convention through Resolution 58/4 on 31 October, 2003.
- It was signed by 140 countries at a high-level political conference in Merida, Mexico from 9-11 December, 2003.
