Minister of Foreign Affairs and Tourism of Seychelles, Louis Sylvestre Radegonde, arrived in New Delhi on 22 November 2023 on a two-day official visit to India. Louis Radegonde is on his first official visit to India as Foreign Minister of Seychelles.

Key points related to Sylvestre Radegonde's travels:

  • During his visit, Louis Radegonde would meet External Affairs Minister S Jaishankar, with the two leaders reviewing bilateral engagement between India and Seychelles.
  • India and Seychelles enjoy cordial relations and the visit of Minister Sylvestre Radegonde to India would further strengthen bilateral relations.
  • India established diplomatic relations with Seychelles after its independence in 1976. India and Seychelles enjoy cordial bilateral relations supported by Prime Minister Modi's vision of 'Security and Growth for All in the SAGAR Mission Region'.
  • External Affairs Minister S Jaishankar made a two-day visit to Seychelles in November 2020 after Covid-19. During that two-day visit, the External Affairs Minister held a high-level meeting with the top leadership of the major Indian Ocean countries.
  • Jaishankar had also invited Seychelles President Ramkalawan to visit India in 2021.
  • Launched in 2020, 'Mission Sagar' was an Indian initiative to provide COVID-related assistance to countries in the Indian Ocean region, the Ministry of External Affairs said in its release.
  • As part of this mission, INS Kesari visited Maldives, Mauritius, Madagascar, Comoros and Seychelles to provide assistance in dealing with the Covid crisis.

Mission SAGAR:

  • 'Mission SAGAR', launched in May 2020, was India's initiative to provide COVID-19 related assistance to countries in the littoral states of the Indian Ocean region. Under this, countries like Maldives, Mauritius, Madagascar, Comoros and Seychelles were included.
  • Under this mission, the Indian Navy is deploying its ships to send medical and humanitarian aid to the Indian Ocean region and its coastal countries.

SAGAR Initiative:

  • The SAGAR (Security and Growth for All in the Region) initiative was launched in 2015. It is India's strategic initiative for the Indian Ocean Region (IOR).
  • Through this initiative, India seeks to strengthen economic and security cooperation with its maritime neighbors and assist in building their maritime security capabilities.
  • Under the SAGAR initiative, India wants to protect its national interests. Along with this, India through this ensures to be inclusive, cooperative and respect international law in the Indian Ocean region.
  • The major relevance of this initiative emerges when India's other policies impacting the maritime sector, for example - Act East Policy, Project Sagarmala, Project Mausam, are seen as 'net security providers' on the Blue Economy etc.
