The Tamil Nadu government has officially launched a vision document known as "Vetri Thamizhagam," meaning "Victorious Tamil Nadu." It was introduced by Chief Minister C. Joseph Vijay's cabinet; this document serves as the foundational governance roadmap for the state. It translates the Tamilaga Vettri Kazhagam (TVK) party's election promises into 436 targeted vision statements across 35 government departments, providing the administration with a clear, structured plan to deliver on its commitments to the people. A major initiative under this vision is the “Thaaimaaman Thanga Mothira Thittam” (Maternal Uncle’s Gold Ring Scheme), launched by Tamil Nadu.

The state has allocated an annual budget of ₹755.83 crore for this program, and Chief Minister Vijay has directed officials to follow tenders immediately.
All children born in government hospitals on or after June 22, 2026, are eligible for the scheme. The scheme’s official launch is planned for September 15, 2026, which marks the birth anniversary of Perarignar Anna.
The document draws its inspiration from the Tirukkural, the ancient Tamil classic, and is built around three core values: Aram (virtue), Porul (wealth), and Inbam (happiness). These values form the foundation of 10 major pillars and 54 sub-pillars that guide the entire vision.
The core focus areas of the vision document are to include women's welfare, youth development, world-class education, universal healthcare, agriculture, modern infrastructure, and building a drug-free Tamil Nadu.
The Vetri Thamizhagam Vision Document is a complete governance blueprint that tells each department exactly what it needs to achieve and by when. Every government department has been tasked with creating actionable plans, setting specific targets, and working within defined timelines to bring these 436 vision statements to life. The progress of all these schemes is actively tracked and monitored by the Department of Special Programme Implementation, ensuring accountability at every level.
