Union Minister Ashwini Vaishnaw launched the World Bank Groupโs World Development Report 2026: The Promise of Artificial Intelligence in New Delhi on 8th October, 2026. The report studies the opportunities and challenges AI creates for developing economies. It also gives countries a three-step path to use AI for growth: adoption, adaptation, and advancement.
World Development Report 2026 is a World Bank Group report titled โThe Promise of Artificial Intelligence.โ It studies the opportunities and challenges AI creates for developing economies. It also gives countries a three-step framework to use AI for development: adoption, adaptation and advancement. Dr. Gaurav Nayyar, Director of the report, presented its key findings at the launch.
The theme of the World Development Report 2026 from the World Bank is The Promise of Artificial Intelligence (AI), focusing on how AI impacts developing and low-income economies.
The reportโs main message is that developing countries do not need to build costly, giant AI models or try to match the worldโs AI superpowers. Instead, it suggests a simple three-step path.
Start by using AI tools that already exist, whether they are open-access or commercial.
Customise these tools to fit local languages, national institutions, available data and the countryโs own development problems.
Build home-grown AI capability only in selected areas where the country has a real strategic strength.
The launch was organised by the IndiaAI Mission under MeitY, with the World Bank Group. Experts and policymakers discussed how to scale successful AI pilots safely. Vaishnaw said that in Baramati, sugarcane yield rose 40% with 30% less water and fertiliser, and TB detection has increased by 35%.
It is a Government of India programme to build an inclusive and responsible AI ecosystem. Its seven pillars are:
The report asks countries to be optimistic, strategic, and pragmatic.
World Bank chief economist Michael Kremer praised Indiaโs AI-based monsoon forecasting. It reached millions of farmers by text and voice, correctly predicted the unusual 2025 monsoon, and Ethiopia is now following Indiaโs lead.
The report adds an important voice to the global debate on AI for development. It shows that real gains come from deploying AI, not just creating it. For India, it supports the national AI roadmap of compute, data, and models. It also stresses that countries must build strong foundations, institutions, and policies, and earn public trust, so that AI brings wide and lasting benefits.
