The landmark gathering marks the first time home ministers and security delegations across all seven BIMSTEC member states have convened to address cross-border internal security challenges.
Welcoming the delegates to New Delhi, Union Home Minister Amit Shah emphasized that cross-border threats require decisive, coordinated action.
India reaffirmed its strict zero-tolerance policy toward terrorism. The delegation urged member countries to deny terrorist organizations operational space, recruitment channels, training bases, and funding mechanisms across the Bay of Bengal littoral. Member states agreed to enhance intelligence exchange through designated national nodal agencies to disrupt terror financing networks.
Criminal networks frequently exploit local vulnerabilities and legal loopholes across borders. Delegates emphasized real-time coordination among intelligence services, border management teams, financial monitoring units, and cyber-crime enforcement squads.
To prevent fugitives from evading justice by crossing international borders, delegates discussed formalizing robust Mutual Legal Assistance Treaties (MLATs) and streamlined extradition frameworks. Improved judicial cooperation ensures smooth evidence-sharing and faster extradition of wanted criminals.
Established in 1997 through the Bangkok Declaration, the Bay of Bengal Initiative for Multi-Sectoral Technical and Economic Cooperation (BIMSTEC) bridges South and Southeast Asia. Connecting countries surrounding the Bay of Bengal, it promotes regional economic growth, technical collaboration, and collective security.
