The Public Examinations (Prevention of Unfair Means) Amendment Bill, 2026, known as the Anti Paper Leak Bill 2026, is proposed legislation in India aimed at tightening rules against question paper leaks and exam fraud. It amends the Public Examinations (Prevention of Unfair Means) Act, 2024, adding harsher penalties, dedicated fast-track courts, and stronger oversight of examination bodies. The bill comes after repeated paper leak incidents disrupted recruitment and entrance exams nationwide, shaking candidates' trust in the system.
The Public Examinations (Prevention of Unfair Means) Amendment Bill, 2026, was approved by the Union Cabinet on July 24, 2026, and officially introduced in the Lok Sabha on July 27, 2026. The Lok Sabha passed the bill by a voice vote on 29th July, 2026. Parliament has passed the Public Examinations (Prevention of Unfair Means) Amendment Bill, 2026 with the Rajya Sabha approving it on 30th July, 2026
Paper leaks have repeatedly forced re-conducts of major exams, delayed results, and dented public confidence. This amendment aims to plug gaps in the 2024 Act by making legal action quicker and punishments tougher.
