Gwalior to Get Asia's First Telecom Manufacturing Zone with ₹5,500 Crore Investment

Gwalior in Madhya Pradesh is set to become a major telecom manufacturing hub. On 20 September 2026, Union Communications Minister Jyotiraditya Scindia visited the site of Asia's first Telecom Manufacturing Zone (TMZ) and reviewed the plan.
The TMZ will come up at Shrimant Madhavrao Scindia Counter Magnet City (SADA). It is not a single factory but a full industrial ecosystem of 24-25 units that will make telecom equipment and components across six key areas.
Over 90 acres in SADA and over 70 acres in the IT Park, about 170 acres in all, have been marked for phase one. Investor applications already exceed the available land, so more land will be added as needed. SADA was set up to make Gwalior a new industrial centre and a counter-magnet to Delhi, and the TMZ carries that idea forward.
The Department of Telecommunications and the Madhya Pradesh Government signed an MoU in July 2026. Investor roadshows followed in August. Delhi brought commitments of about ₹3,500 crore and Mumbai about ₹2,000 crore, making ₹5,500 crore in total.
The minister said these are not just verbal promises. Companies had to apply at the time of land allocation, and 24 have now begun the process to set up units. Another investor roadshow will be held in Bengaluru on 22 September.
Madhya Pradesh has prepared incentives linked to land lease, power, employment and production, along with support for green development. The DoT has also proposed a Common Testing Lab package of around ₹500 crore.
The 120-km Agra-Gwalior High-Speed Corridor is being built, and the city lies on major railway routes. Its airport was developed for about ₹650 crore in 16 months. Around 25,000 engineering students also graduate here every year.
The zone is expected to create over 18,000 direct jobs. The Delhi roadshow commitments could generate about 14,000 jobs and the Mumbai ones about 4,000.
