New Delhi Hosts Maritime Financing Summit 2025 to Boost Blue Economy

The Maritime Financing Summit 2025, organised by the Union Ministry of Ports, Shipping & Waterways, was held in New Delhi on 24 July 2025.  The Summit was part of the government of India’s Maritime Amrit Kaal Vision 2047, which aims to strengthen the country’s port infrastructure, encourage the domestic shipbuilding industry, and position India as one of the world's top maritime nations by 2047.

The Summit brought together policymakers, global investors, maritime industry leaders, experts, and financial institutions to discuss ways of mobilising resources for investment in the maritime sector to achieve the goal of Amrit Kaal.

Sarbananda Sonowal List Achievements of Maritime Sector 

The keynote address at the Maritime Financing Summit 2025 was delivered by Union Minister for Ports, Shipping, and Waterways, Sarbanand Sonowal. 

He  highlighted the following achievements of the maritime sector in India in his speech 

• The operational efficiency of Indian ports has increased, with the average turnaround time reduced from 4 days to less than 1 day. 
• The performance is better than that of many developed economies.
• Container capacity at major ports has increased by over 70%, and cargo volumes through coastal and inland waterways have more than doubled.
• To facilitate foreign investment in the shipping sector, the government has allowed 100% foreign direct investment (FDI) through the automatic route.
• Parliament has passed the Bills of Lading Bill 2025, which aims to simplify the legal framework for shipping documents.

New Initiatives Launched at the Summit 

A few initiatives for the development of the maritime sector were announced at the Summit.

Maritime Development Fund (MDF)

• The government announced the setting up of the Maritime Development Fund (MDF).
• It will be a dedicated blended finance vehicle that will lower capital costs and attract long-term investment into the country’s shipyards, coastal infrastructure and inland waterways. 

Launch of  Financial Digital Maturity Matrix (FDMM)

• A Financial Digital Maturity Matrix (FDMM) was also launched at the Maritime Finance Summit.
• The FDMM will provide a comprehensive framework for evaluating and enhancing digital financial capabilities at major ports, enabling investor-ready, high-performance infrastructure.

Participants of the Maritime Finance Summit 

The Maritime Finance Summit attracted participants from the entire maritime sector and the financial sector.

Financial institutions, shipyards, consultants, shipping companies, and industry associations participated in the Summit.

State maritime boards of Gujarat, Maharashtra, and Andhra Pradesh also participated in the Summit. 

Representatives from foreign embassies of Norway, Singapore, the Netherlands, Greece, Japan, Germany, Denmark, Italy, Australia, and Cyprus were also present.
