India, Oman Adopted A Vision Document To Expand Their Relations Visits 5 min read

Several agreements were signed during the three-day state visit of Sultan Haitham Bin Tariq of Oman to India from 15 to 17 December 2023. Both countries have adopted a vision document to expand their relations. This is the first visit of Sultan Haitham bin Tariq of Oman to India.

  • Sultan Haitham bin Tariq is on his first visit to India since becoming the head of state of Oman in 2020 following the death of Sultan Qaboos bin Said.
  • Prime Minister Modi and Sultan Tariq accepted a vision paper to enhance bilateral cooperation in ten key areas on 16 December 2023.
  • The two leaders reviewed bilateral relations covering the areas of political, security, defence, trade, economic, cultural and people-to-people relations.

List of agreements signed between Oman and India:

  • MoU between the respective ministries of the two countries in the field of Information Technology.
  • A MoU was signed between the Ministry of Culture and the Sultanate of Oman, represented by the Ministry of Culture, Sports and Youth, in the field of culture.
  • Agreement relating to gainful employment of persons accompanying official staff.
    • Under this, cooperation in exchange of intelligence related to money laundering, related crimes and financing of terrorism.
    • For this, MoU between Financial Intelligence Unit (FIU) and National Center for Financial Information (NCFI) of Oman.
  • Memorandum of Understanding between the Indian Council for Cultural Relations (ICCR) and Dhofar University of Oman.

Important facts related to the visit of Sultan Haitham of Oman:

  • Sultan Haitham also visited the National Gallery of Modern Art.
  • In the talks between the two leaders in New Delhi, emphasis was laid on accelerating India-Oman strategic relations and early completion of the Comprehensive Economic Partnership Agreement.

Oman-India Joint Investment Fund:

  • The two sides also announced the third tranche of the Oman-India Joint Investment Fund of about Rs 2,500 crore ($300 million). 
  • This amount will be used for investment in fast growing sectors of the Indian economy.

Relations between India and Oman:

  • There are strong historical, cultural and economic ties between the two countries.
  • Diplomatic relations between them were established in 1955. It was established as a strategic partnership during the visit of Prime Minister Manmohan Singh to Oman in 2008.
  • Prime Minister Narendra Modi's visit to Oman in 2018 further strengthened bilateral relations between the two countries.
  • Both countries conduct regular bilateral exercises between their three military services. Mainly among these
    • Military Exercise: Al Najah
    • Air Force Exercise: Eastern Bridge
    • Naval Exercise: Naseem Al Bahr
  • Oman has been supporting the anti-piracy missions of the Indian Navy since 2008.
  • India in collaboration with Oman is regularly conducting anti-piracy operations in the region.
    • Not only India has benefited from this but other countries have also benefited.
    • An example of this was the prompt response by the Indian Navy to the hijacking of a Malta ship MV Rouen on 16 December 2023 and freed it.
  • India attaches great priority to expanding its economic and commercial relations with Oman.
