11th IBSA Trilateral Ministerial Commission meeting held in New York Summit and Conference 4 min read

The 11th IBSA Trilateral Ministerial Commission meeting was held in New York on 22 September 2023 on the sidelines of the 78th United Nations General Assembly session 2023. The meeting was hosted by the Brazilian foreign minister.

IBSA stands for India Brazil South Africa Dialogue Forum and it was set up in 2003.

The meeting was attended by the Indian Foreign Minister, S. Jaishankar, Brazilian Foreign Minister Mauro Vieira, and the South African Minister for International Relations and Cooperation, Grace Naledi Pandor.

The foreign ministers agreed to hold a Standalone Meeting of Ministers of Foreign Affairs in Brazil in the first quarter of 2024. 

The joint statement issued after the meeting called for reform of the United Nations Security Council and greater representation of the developing countries of Asia, Africa and Latin America. 

It emphasised that IBSA was created to promote coordination on global issues between three large pluralistic, multi-cultural and multi-ethnic democracies of Asia, South America and Africa and to enhance trilateral cooperation in sectoral areas, providing a new framework for South-South Cooperation.

About IBSA Dialogue Forum

  • It is a trilateral group of India, Brazil and South Africa representing three large developing countries of Asia, South America and Africa. 
  • It was set up in 2003.
  • The concept was discussed at a meeting between the then Prime Minister of India (Prime Minister Atal Bihari Vajpayee) and the then Presidents of Brazil and South Africa (President Luiz Inácio Lula da Silva and President Thabo Mbeki) in Evian, France, in 2003 on the sidelines of the G-8 Summit.
  • The grouping was formalised and named the IBSA Dialogue Forum when the Foreign Ministers of the three countries met in Brasilia on 6 June 2003 and issued the Brasilia Declaration. 
  • The main aim of the group is to promote coordination on issues of importance to South-South cooperation. South refers to the developing countries of Asia, Africa and South America.
  • The first summit-level meeting was held in Brazil in 2006.
  • It has no Headquarters.
