The Union Territory of Puducherry has become the 29th legislature in the country to join the National e-Vidhan Application (NeVA). The Union Territory of Delhi was the 28th legislature to implement NeVa.
NeVA is a 100 % centrally funded Union Ministry of Parliamentary Affairs project that aims to create a paperless and digital legislative process in the country.
Nagaland legislative assembly in 2022 became the first state assembly to implement the National e-Vidhan Application (NeVA).
Dr L. Murugan, Union Minister of State for Information and Broadcasting and Parliamentary Affairs, formally inaugurated the NeVa for the Puducherry legislative assembly in a function held in the assembly premises on 9 June 2025.
The function was attended by K. Kailashnathan, Lieutenant Governor of Puducherry, N. Rangasamy, Chief Minister of Puducherry, R Selvam, Speaker of Puducherry Legislative Assembly and members of the Puducherry assembly.
The NeVA project has been launched as part of the Indian government's ‘Digital India' programme to realise Prime Minister Narendra Modi's goal of One Nation, One Application.
It is a 100 % centrally funded project that the Union Ministry of Parliamentary Affairs is implementing.
NeVA aims to digitalise the legislative process and replace the present paper system.
The legislature member can access the NeVA through apps or the website.
NeVA is hosted on the National Informatics Centre (NIC) cloud system, MeghRaj 2.0.
The Union Territory of Puducherry comprises the four French colonies in India - Puducherry, Mahe, Yanam and Karaikal.
Under the Treaty of Cession of 1956, the French government gave these territories to India.
Puducherry (then known as Pondicherry) de facto became part of India on 1 November 1956.
However, the Territory became an integral part of India in 1963.
The Government of Union Territories Act 1963 provides an elected legislative assembly in Puducherry.
Member—There are 33 members. Thirty members are directly elected by the people of Puducherry, while three members are nominated by the central government.
