Assam Launches Foreign Language Skill Scheme for Youth for Foreign Job

In a move to address the unemployment situation in Assam and create employment opportunities in the overseas market for the state's unemployed youth, the Assam government has launched a scheme to train the state's youth in a foreign language.
The scheme named Chief Minister's Foreign Language Initiative for Global Human Talent (CM-FLIGHT) was announced by Assam Chief Minister Himanta Biswa Sarma on 23 July 2025.
The CM-FLIGHT scheme was approved by the state cabinet in a meeting held in Dibrugarh on 23 July 2025. The cabinet meeting was chaired by the Chief Minister, Himanta Biswa Sarma.
Highlights of the Scheme
The state government will launch a pilot project of the scheme in the current financial year.
The state government has signed an agreement with ASEAN ONE Co., Ltd., Jaceex Ventures LLP, and Meiko Career Partners Co., Ltd to train the selected eligible Assamese youths.
These agencies will provide Japanese language training.
They will also facilitate employment of Assamese youth in Japan under Japan’s Specified Skilled Worker (SSW) visa programme.
The state government has also decided to set a company to promote innovation and startup related activities in the state.
The Company, Assam Innovation and Startup Foundation, will be incorporated under Section 8 of the Companies Act, 2013.
Under Section 8 of the Companies Act, 2013, charitable and non-profit companies can be established in India.
The company will be under the state government’s Department of Innovation, Incubation and Startups.
