India Ranks 38th in Global Innovation Index 2025, WIPO Report

In the Global Innovation Index (GII) 2025 of the World Intellectual Property Organization (WIPO), European country Switzerland is first and Sweden is second. Whereas India got 38th rank.

• According to the Global Innovation Index (GII) 2025 of the World Intellectual Property Organization (WIPO), the growth rate of Research & Development (R&D) declined to 2.9 percent in the year 2024 and is estimated to further decline to 2.3 percent in the year 2025.
• Europe is leading as the most innovative region, with 15 countries included in the global top 25, out of which six countries are in the top 10 – Switzerland is first and Sweden is second.

What is India’s Ranking in Global Innovation Index 2025?

• India’s position has improved from 81st in 2015 to 38th in 2025. India performs best in knowledge & technology outputs (#22) and market sophistication (#38), while its weakest rankings are in business sophistication (#64), infrastructure (#61) and institutions (#58).

Other facts

• Meanwhile, Southeast Asia, East Asia and Oceania (SEAO) are emerging as global innovation hubs, with six economies included in the top 25.
• It is noteworthy that China is at 10th place in the global top 10, ahead of Switzerland in knowledge and technology outputs, leading in patent filings, second in R&D expenditure, and hosting many of the world’s top innovation clusters.
• The Global Innovation Index 2025 by World Intellectual Property Organization (WIPO) evaluates 139 economies on the basis of more than 80 indicators that measure innovation inputs and outputs.
• Started in 2007, GII is recognized by the United Nations General Assembly as an official reference for science, technology and innovation (STI) policies.

• India has four clusters in the top 100: Bengaluru (21st), Delhi (26th), Mumbai (46th) and Chennai (84th).

World Intellectual Property Organization (WIPO)

• It is one of the oldest specialized agencies of the United Nations, established in 1967 to promote creative activity and protect intellectual property worldwide. It administers 26 international treaties and has its headquarters in Geneva, Switzerland.
• WIPO has 193 member states. India joined WIPO in 1975.
