Meghalaya Launches CM-IMPACT Read & Rise Programme

The Meghalaya government rolled out a new education initiative on  26th August, 2026  called the "CM-IMPACT Read & Rise Meghalaya" programme. The scheme targets one basic but crucial goal: making sure every schoolchild in the state can actually read at the level expected for their grade. Officials say classroom disruptions in recent years, along with gaps in access for children in rural and remote pockets of the state, have left many students behind, and this programme is meant to close that gap.

Chief Minister Conrad K Sangma Inaugurates the Universal Reading Readiness Programme

Chief Minister Conrad K Sangma launched the Meghalaya Universal Reading Readiness Programme at the Assembly Annexe Hall in Shillong. Calling education one of his government's top priorities, he described the effort as among the few of its kind anywhere in the country. Sangma pointed out that the benefits of this kind of investment in children won't be visible right away  he expects the real impact to show up two decades down the line, both for individual students and for society at large. He also directed the education department to monitor the rollout closely and adjust the approach as needed. Education Minister Lahkmen Rymbui attended as guest of honour.

Teacher Training Guide for Universal Reading Readiness Across Meghalaya

Alongside the launch, the state released a "Teacher Training Guide for Universal Reading Readiness Across Meghalaya," prepared by GREENAMMO and backed by the education department. The guide gives teachers a structured framework to actually implement the reading programme in classrooms. Vijay Kumar Mantri, Commissioner and Secretary of Education, noted that Meghalaya is trying to set learning benchmarks at an early age that go further than what the National Education Policy currently requires.

About the CM-IMPACT Read & Rise Meghalaya Programme

1. This scheme falls under the larger CM-IMPACT umbrella, short for Chief Minister's Initiative for Maximising Pass Achievement and Classroom Triumph  and builds on earlier efforts like the Classroom Readiness Programme and the Meghalaya Learning Enhancement Programme.
2. The immediate target is ambitious: every child above age seven should be able to read within three months. 
3. Officials believe this foundation could eventually boost board exam results and create a more equitable schooling system across Meghalaya
