Chhattisgarh Cabinet Approves Rs 500 Crore Mukhyamantri Startup and NIPUN Mission

The Chhattisgarh Council of Ministers, led by CM Vishnu Deo Sai, cleared the Mukhyamantri Startup and NIPUN Mission with a Rs 500 crore outlay spread over five years on 9th September, 2026. The scheme aims to equip the state's youth with industry-ready skills and link them directly to jobs, entrepreneurship, and startup opportunities.
A core part of the mission is the NIPUN Job Engine, designed to match what industries actually need with the skills young people have. It works on a simple chain: industry requirement leads to identifying the required skill, which leads to youth training, then skill matching, and finally formal employment.
For example, if a company needs 500 trained workers with a particular skill set, the training process gets shaped around that exact demand. Once candidates finish training, they're matched directly with relevant industry openings. This means courses aren't designed in isolation they follow real market demand. Because of this approach, the mission's success will be judged not just by how many youth get trained, but by how many actually land jobs and how well emerging skill trends are tracked.
Alongside the NIPUN Mission, the Cabinet also approved the Export Promotion Policy 2026-30. This policy focuses on building a stronger export ecosystem, improving logistics corridors, and widening direct market access for the state's goods. It will use e-commerce platforms, international trade expos, and trade fairs to connect local entrepreneurs and exporters with national and global supply chains, with a special push for high-value agricultural and industrial exports.
To support technical training further, the Cabinet also allotted 10 acres of free land in Nava Raipur to set up a National Skill Training Institute, expected to cost around Rs 200 crore.
