Prime Minister Narendra Modi was on a two-day official visit to Kuwait on 21 and 22 December 2024. It was the first official visit of Prime Minister Modi to the Kingdom of Kuwait.
During his visit to Kuwait, Prime Minister Modi was honoured with its highest civilian award “The Order of Mubarak Al Kabeer” and he was also the guest of honour at the opening ceremony of the 26th Arabian Gulf Cup being hosted by Kuwait.
During his visit, both countries agreed to elevate their relationship to a “Strategic Partnership” and signed four agreements and memorandum of understanding (MoU).

Prime Minister Indira Gandhi visited Kuwait in 1981. Thus in 43 years, Prime Minister Modi was the first Indian Prime Minister to visit Kuwait.
On his arrival in Kuwait, Prime Minister Modi was received by Kuwait's First Deputy Prime Minister and Defense and Interior Minister Sheikh Fahad Youssef Saud Al-Sabah, and Foreign Minister Abdullah Al-Yahya.
In a rare gesture, Kuwaiti Prime Minister Sheikh Ahmad Al-Abdullah Al-Ahmad Al-Sabah personally came to the airport to see off Prime Minister Modi when he left for New Delhi on 22 December 2024.
Narendra Modi was conferred the highest award of Kuwait “The Order of Mubarak Al Kabeer” by Kuwait’s Amir, Sheikh Meshal Al-Ahmad Al-Jaber Al Sabah at a ceremony in the Bayan Palace of Kuwait.
It was the 20th award conferred on PM Modi by a foreign government.
The Order of Mubarak Al Kabeer has been conferred by the Kuwait government to foreign Heads of State, Monarchs, and members of foreign royal families. The award has been conferred on foreign leaders like former American Presidents Bill Clinton, George Bush, and British Monarch King Charles III.
Prime Minister Modi met the Amir of Kuwait Sheikh Meshal Al-Ahmad Al-Jaber Al-Sabah and Crown Prince of the State of Kuwait Sheikh Sabah Al-Khaled Al-Sabah at Bayan Palace on 22 December 2024. He also met the Kuwaiti Prime Minister Sheikh Ahmad Abdullah Al-Ahmad Al-Jaber Al-Mubarak Al-Sabah.
During the meeting, both countries agreed to elevate their bilateral relationship to a “Strategic Partnership”.
Four Agreement and MoUs were also signed between the two countries;
The 26th Arabian Gulf Cup is being hosted by Kuwait from 21 December 2024 to 3 December 2025. It is held after every two years (biennial) tournament in which the men’s football teams of Kuwait, Bahrain, Oman, Saudi Arabia, Iraq, Qatar, Yemen, and the United Arab Emirates.
