Nirbhay Chetna, the World's Largest Women’s Safety and Gender Sensitisation Initiative

The Ministry of Panchayati Raj launched a three-day Training of Trainers (ToT) program on Nirbhay Chetna from 17 to 19 June 2026 in New Delhi, under the Nirbhaya Fund. This first-of-its-kind national initiative aims to sensitise over 17.5 lakh male elected representatives on women's safety, gender equality, and women's rights at the grassroots level. A cadre of 28,500 master trainers will be developed at the state, district, and block levels to carry this training across all states and union territories.

About Nirbhay Chetna Initiative

Nirbhay Chetna is one of three components under the Nirbhay Raho initiative, launched on 11 March 2026 by the Ministry of Panchayati Raj.

1.  The other two components are:

• Nirbhay Netri – capacity-building and legal awareness for elected women representatives
• Nirbhay Drishti – Installation of CCTV cameras at key rural locations for technology-enabled safety in Panchayats

2. The training module for Nirbhay Chetna was developed by Transform Rural India. The pilot batch had around 40 master trainers from six states: Assam, Chhattisgarh, Himachal Pradesh, Maharashtra, Odisha, and Uttarakhand.
3. The program used a participatory approach with group discussions, case studies, and experiential learning.
4. Key themes covered in the Nirbhay Chetna Initiative include positive masculinity, community participation, and the role of Panchayats in ensuring women's safety and inclusion.
5. The Nirbhay Chetna initiative aims to make gender-sensitive leadership a core part of grassroots governance.
6. Recognised as the largest drive of its kind in the world, Nirbhay Chetna reflects India's commitment that the vision of Viksit Bharat can only be achieved when women's safety, dignity, and equal participation are fully secured at every level.
