Kerala Launches AI-Led Governance Initiative

Kerala launched a sweeping AI-led governance initiative on 4 August 2026, introducing artificial intelligence-assisted administration, digital public service delivery, faster land acquisition, and integrated planning systems, under the leadership of Chief Minister VD Satheesan.

What the Kerala AI Governance Reforms Include

1. The state has set up the Co-ordination and Programme Management Division (CPMD) in the Office of the Chief Secretary to monitor time-bound implementation of priority projects. 
2. A Business Policy and Process Re-engineering (BPPR) Cell will use AI tools to revise the Secretariat Office Manual and simplify government procedures. 
3. Kerala has also begun reviewing outdated laws under the National Compliance Reduction and Deregulation Initiative, and will adopt a "once-only" document submission system through DigiLocker, letting citizens submit documents once for multiple services.

Digital Platforms Introduced Under the Kerala AI Governance Reforms

SAMPATH

A GIS-based digital register of state-owned land and buildings, using AI analytics for maintenance planning.

PLANSPACE 2.0

An integrated register of development projects to avoid duplication, aligned with the PM Gati Shakti National Master Plan; completed projects will move into the state's Public Asset Register.

VEGAM

A framework to speed up land acquisition, cutting the pre-notification process from 18–24 months down to about three to four months.

Kerala is also building a Comprehensive Registry of Government Organisations covering public sector bodies and statutory institutions, along with a technology-enabled litigation management framework to reduce repetitive government court cases.
