Japan's Yamanashi Announces ₹600 Crore Fund for MSME Investments in Uttar Pradesh

Uttar Pradesh Chief Minister Yogi Adityanath declared that Japan is no longer just an investor for the state but a "co-creator" in building UP's future as a global manufacturing hub, speaking at the closing session of the UP-Japan Investment Meet 2026 in Lucknow. He stressed that the goal is to convert MoUs into actual production, exports, and jobs, framing this partnership as central to shaping India's industrial future by 2047.

Beyond this fund, both sides also agreed to develop a pilot green hydrogen project together, building on existing Centres of Excellence in green hydrogen at IIT Kanpur and IIT BHU, with plans to set up similar research centres in collaboration with Yamanashi. 
3. A UP delegation is also expected to attend the International Hydrogen Summit in Yamanashi in October 2026. 
4. On the tourism front, a separate UP-Yamanashi agreement was signed to encourage more visitor exchange, with UP planning to actively promote its Buddhist Circuit and cultural heritage in Japan.

Establishment of the Yamanashi Desk & 90-Day Reviews

To give this partnership more institutional structure, a dedicated "Yamanashi Desk" will be set up at Invest UP to support Japanese companies, coordinate with Yamanashi's government and industries, and speed up approval processes. Both sides have also agreed to conduct 90-day reviews covering project progress, land allotment, approvals, and any implementation hurdles that come up along the way. According to Adityanath, this Yamanashi model could later be extended to partnerships with other Japanese prefectures as well.

Skill Alignment and Language Training

CM highlighted plans to expand Japanese language training for healthcare workers, manufacturing professionals, and polytechnic and nursing students, aiming to prepare UP's young workforce for advanced manufacturing roles. He also welcomed Japanese Global Capability Centres, particularly in Noida and Greater Noida, pointing to the state's growing infrastructure, including expressways, airports, and logistics hubs, as key enablers for this expanding partnership.
