India and Sri Lanka Sign Three Defence MoUs in Colombo

Defence Minister Rajnath Singh travelled to Colombo on September 9, 2026, and held talks with Sri Lankan President Anura Kumara Dissanayake, during which the two countries formally signed three Memoranda of Understanding on defence equipment and training. This was the first standalone visit by an Indian Defence Minister to Sri Lanka in almost 40 years, making it a landmark moment in the two nations' defence relationship.

India and Sri Lanka: What the 3 Defence MoUs Cover

In short, the three agreements deal with upgrading Sri Lanka's air defence hardware, building cadet-level military ties, and creating space for shared officer training between the two countries.

Upgradation of L70 Guns for the Sri Lankan Air Force

The first MoU targets the modernisation of L70 air defence guns currently used by the Sri Lankan Air Force. These guns form part of the island's ground-based air defence network, and the upgrade will help Sri Lanka maintain and operate this equipment more effectively, while also deepening its dependence on Indian defence technology and support.

National Cadet Corps Training

The second agreement brings the National Cadet Corps of India and Sri Lanka closer together. It sets a framework for joint training exercises, exchange visits, and shared learning opportunities for cadets from both countries, giving young students on both sides early exposure to each other's military culture and discipline.

Professional Military Education

The third MoU connects the National Defence Colleges of both nations. Under this arrangement, officers from India and Sri Lanka will be able to attend shared courses and academic programmes, strengthening professional military education and building long-term relationships between the officer corps of the two forces.

Together, these three pacts build on the seven MoUs signed during Prime Minister Narendra Modi's 2025 visit to Sri Lanka, one of which was a broader, overarching defence sector agreement.

Sri Lanka and India: Economic, Maritime, and Regional Partnerships

The Colombo meeting wasn't limited to defence equipment alone. Both leaders spoke about strengthening economic, maritime, and regional cooperation, along with the historical ties the two countries share. President Dissanayake raised the sensitive fisheries issue, asking for India's support in stopping the practice of bottom trawling by Indian fishermen in Sri Lankan waters near the Palk Strait, a long-running concern for northern Sri Lankan fishing communities. 

Defence Minister Rajnath Singh also virtually inaugurated three Bailey bridges built by Indian defence forces in Kurunegala and Batticaloa districts, part of Operation Sagar Bandhu, India's relief effort following Cyclone Ditwah in late 2025. This came alongside India's earlier $450 million reconstruction package for Sri Lanka's post-cyclone recovery. Separately, Dissanayake briefed Singh on Sri Lanka's islandwide anti-drug trafficking programme and sought India's continued cooperation in tackling the issue.

It marks the first Defence Minister-level trip to Sri Lanka in four decades, reflects India's "neighbourhood first" policy in action, and shows how India is pairing hard defence cooperation with humanitarian assistance and economic engagement. The timing also coincided with India's stealth frigate INS Udaygiri docking at Colombo port, reinforcing the maritime dimension of this evolving partnership
