India and Sri Lanka have signed seven memorandum of understanding (MoUs) during Prime Minister Narendra Modi's visit to Sri Lanka. Prime Minister Modi arrived in Sri Lanka on 4th April 2025 after his successful visit to Thailand.
Prime Minister Narendra Modi was on a three-day official visit to Sri Lanka from 4-6 April 2025.
During his Sri Lankan visit, Prime Minister Modi was also honoured with Sri Lankan highest civilian award - Mitra Vibhushana.
PM Modi also inaugurated various Indian assisted development projects in Sri Lanka.
He also interacted with the 1996 ICC ODI World Cup-winning Sri Lankan cricket team members in Colombo.
Main Points of PM Modi's Visit to Sri Lanka
- This was the fourth official visit to Sri Lanka by Prime Minister Narendra Modi, having visited the country in 2015, 2017, 2019, and 2025.
- He is the first foreign leader to visit Sri Lanka after President Anura Kumara Dissanayake came into power.
- President Anura Kumara Dissanayake also chose India for his first official visit after becoming the President of Sri Lanka, in December 2024.
- Prime Minister Narendra Modi is the first foreign leader to be welcomed by the Sri Lankan government at the historic Independence Square in Colombo.
MoUs between India and Sri Lanka
During the bilateral meeting between Prime Minister Narendra Modi and President Anura Kumara Dissanayake discussion was held on bilateral, regional, and global issues.
Seven MoUs were exchanged between the countries, and various projects were jointly inaugurated by both leaders.
MoUs
- MoU on Interconnection for Import/Export of Power;
- MOU on digital transformation, to enable the development and scaling up of digital solutions for Sri Lanka across the entire digital public infrastructure domain;
- MoU on Development of Trincomalee as an Energy Hub by India, Sri Lanka, and the United Arab Emirates (UAE);
- MoU on Defence Cooperation;
- MoU on Grant Assistance of 2.37 billion from India for socio-economic projects in the Eastern Province of Sri Lanka;
- Cooperation in the Field of Health & Medicine;
- MoU on recognition of the Indian pharmacopoeia by Sri Lanka.
Inauguration of Various Projects
Both leaders inaugurated various indian funded projects in Sri Lanka:
- The ground-breaking ceremony of the 120 MW Sampur Solar power project in Trincomalee, being built by Trincomalee Power Company Limited (TPCL). The TPCL is a joint venture of the Indian company NTPC and the Ceylon Electricity Board.
- Supply of Solar Rooftop Systems for 5000 Religious Institutions across Sri Lanka;
- Upgraded railway track of the Maho-Omanthai railway line;
- Launch of the Construction of the Signalling System for the Maho-Anuradhapura railway line;
- Temperature Controlled Agricultural Warehouse in Dambulla.
Other Important Points
Prime Minister Modi announced that India will train 700 Sri Lankan citizens per year, especially from the legislative, judicial, and media sectors.
India will provide grant assistance for the:
- Development of Thirukoneswaram temple in Trincomalee, which is considered to be the Kailash of the South;
- Sita Eliya temple in Nuwara Eliya, and the
- Sacred City Complex project in Anuradhapura.
