iGOT Karmayogi Bharat Platform Launch Modules for Aspirational District Government Scheme 5 min read

iGOT Karmayogi Bharat, the capacity development ecosystem for government officials, managed by Karmayogi Bharat SPV, in partnership with NITI Aayog, has launched a new curated collection dedicated to the Aspirational Blocks Programme (ABP).

  • The collection seeks to build functional, domain and behavioral competencies of 5000 Block-level officials across 500 identified Blocks by acquainting learners with subjects crucial for performing their duties and responsibilities effectively.
  • Through the curated module, the iGOT Platform will strive to enrich and enable Block officials’ contribution to the transformation of the under-served Blocks, thus improving grassroots governance across India. 

The 10 courses included are:

  • Time Management (DoPT), 2) Communication for Citizen Centricity (DoPT), 3) Leadership (DoPT), 4) Orientation Module on Mission LiFE (Ministry of Environment, Forest, and Climate Change), 5) Sustainable Development Goals (ISTM), 6) Problem Solving and Decision Making (DoPT), 7) Self-Leadership (The Art of Living), 8) Stress Management (DoPT), 9) Yoga Break at Workplace (Morarji Desai National Institute of Yoga), and 10) Team Building (DoPT).

Aspirational Blocks Programme 

The Aspirational Blocks Programme was launched on 7th January 2023 by Government of India and is anchored by NITI Aayog.

  • The Aspirational Blocks Programme is a nationwide programme which focuses on improving governance to enhance the quality of life of citizens in the most difficult and underdeveloped blocks of India by converging existing schemes, defining outcomes, and monitoring them on a constant basis.
  • The Programme focuses on Health and Nutrition, Education, Agriculture, Basic Infrastructure and Social Development.

Mission Karmayogi 

The National Programme for Civil Services Capacity Building (NPCSCB)- Mission Karmayogi aims to create a competent civil service rooted in Indian ethos, with a shared understanding of India’s priorities, working in harmonization for effective and efficient public service delivery. 

Objective:

The Mission seeks to keep the civil service at the center of all change, empowering them to deliver in challenging environments. 

  • The focus of NPCSCB is also on enhancing the government-citizen interaction, with officials becoming enablers for citizens and business, with development of Behavioural-functional-domain competencies leading to ease of living and ease of doing business. Thus, by design, Mission Karmayogi adopts a citizen-centric approach for civil service reforms.

Components: 

Designed as a six-pronged initiative, NPCSCB lays emphasis on developing the potential of officials, training institutes and the government. 

  • It re-energizes key aspects in the capacity building and HR management structure in government, including regulation and governance.
  • On 2nd September 2020, Government approved the National Programme for Civil Services Capacity Building (NPCSCB) with six key pillars including Policy Framework, Institutional Framework, Competency Framework, Digital Learning Framework (iGOT-Karmayogi), the electronic Human Resource Management System (e-HRMS) and the Monitoring and Evaluation Framework. 
  • The Programme will cover all civil servants (including contractual employees) across different ministries, departments, organizations and agencies of the Union Government.

iGOT-Karmayogi

iGOT Karmayogi (https://igotkarmayogi.gov.in/) is a comprehensive online portal to guide government officials in their capacity building journey

  • The portal combines 6 functional hubs for online learning, competency management, career management, discussions, events and networking. More than 22.2 lakh learners from across the government spectrum are currently registered on the iGOT Platform having access to 685+ courses.
