Recently USA has signed CIS-MOA security agreement with Pakistan for next 15 years. After this agreement, now the way for Pakistan to get lethal weapons from America has become even more clear.
America makes such an agreement only with its close friends and allies with whom it wants to increase close military and defense cooperation.
Earlier, in the year 2018, America had made a similar security agreement with India.
The CIS-MOA provides the legal basis for the US Department of Defense to sell military weapons and equipment to other countries.
By signing the CIS-MOA, both the countries agree to maintain the institutional mechanism. Earlier in the year 2005, America had signed this agreement with Pakistan for the next 15 years. Which expired in 2020 and at that time it could not be renewed during the time of Imran Khan Prime Minister.
This agreement had ended but now both the countries have again approved it for the next 15 years.
Under the CIS-MOA, both countries will be able to conduct joint exercises, operations, training, use each other's bases and equipment.
With this agreement, America can sell some deadly weapons to Pakistan in future.
Generally, the United States makes four basic defense agreements with the country with which it wants to exchange highly sensitive weapons, technical know-how etc. in the future. In these agreements mainly
General Security of Military Information Agreement (GSOMIA),
Logistics Support Agreement (LSA), (Lemoa with India)
Communication and Information Security Memorandum of Agreement (CIS-MOA) (COMCASA with India) and
Basic Exchange and Co-operation Agreement for Geospatial Intelligence (BECA).
India has completed all the above mentioned defense agreements with the US, while Pakistan has so far agreed on only one CIS-MOA.
