NITI Aayog has launched the second edition of the India Electric Mobility Index (IEMI) 2025, and Delhi has emerged as the top-performing state or UT in the country's transition to electric vehicles, scoring 84 out of 100.
Delhi topped the overall rankings this year, with Maharashtra, Karnataka, Chandigarh and Goa rounding out the top performers. Among large states, Tamil Nadu also put up a strong showing, while Manipur led the hilly and northeastern category.
This is the second time NITI Aayog has released this index, and it tracks how well states and union territories are progressing on their electric mobility targets. NITI Aayog Member Shri Rajiv Gauba noted that the highest score jumped from 77 last year to 84 this year, showing real momentum. He called the shift to electric mobility an economic, environmental and strategic necessity for India's Viksit Bharat 2047 goal, especially given that the country imports nearly 89% of its crude oil needs. He also pointed out that the automotive sector contributes about 7.1% of GDP and supports close to 1.9 crore jobs, making its alignment with global EV trends critical. Globally too, EV adoption is accelerating; electric cars already make up over half of new car sales in China and more than a quarter in the EU.
The Index scores every state and UT out of 100 across 16 indicators grouped under three broad themes:
The goal is to help states track their own progress, encourage healthy competition, and share best practices with each other. Currently, 29 of India's 36 states and UTs have notified formal EV policies, and the median score across all states has also risen from 36 to 40 this year, signalling broad-based improvement rather than gains limited to just a few top states.
