National Institute of Pharmaceutical Education and Research (NIPER), Raebareli, and AstraZeneca India signed a Memorandum of Understanding (MoU) to strengthen India’s clinical research infrastructure and expand participation in global clinical trials. The partnership focuses on building a highly skilled workforce and establishing inspection-ready clinical trial sites across 25 emerging research hubs beyond major metropolitan centers.
The MoU signing took place in New Delhi in the presence of Shri Manoj Joshi, Secretary of the Department of Pharmaceuticals under the Ministry of Chemicals and Fertilisers. This alliance directly supports the Government of India's flagship Biopharma SHAKTI initiative, which aims to establish a nationally accredited network of 1,000 clinical trial sites across the country.
The primary objective of the NIPER–AstraZeneca partnership is to democratize clinical research in India by decentralizing trials away from traditional tier-1 metropolitan hubs. The initial phase targets 25 selected clinical trial sites to assess operational capabilities, identify training gaps, and build inspection readiness.
The Department of Pharmaceuticals will provide strategic oversight and policy alignment, while AstraZeneca India brings global clinical protocols, technical expertise, and operational resources.
NIPER Raebareli will establish a proposed Centre of Excellence for Clinical Research to provide structured professional training and formal certifications for trial investigators.
AstraZeneca India will provide global clinical development protocols, deliver specialized training modules, and mentor local trial investigators.
Supporting the initiative, Manoj Joshi noted that India possesses world-class medical talent. Expanding research infrastructure beyond metropolitan areas expands patient access to advanced therapies while positioning India as a preferred global hub for multi-center clinical trials.
This public-private-academic partnership advances the core goals of Biopharma SHAKTI by decentralizing clinical research and elevating research quality standards across tier-2 and tier-3 regions.
Designed as a proof-of-concept model, the initiative will initially focus on oncology research before expanding into additional therapeutic areas and research geographies nationwide. By combining government vision, academic excellence, and global industry expertise, NIPER Raebareli and AstraZeneca India are laying a resilient foundation for the nation's biopharmaceutical future.
