Goa becomes the 2nd state to achieve full functional literacy Government Scheme 4 min read

Goa has become the second state after Mizoram to achieve full functional literacy status. This was announced by the Goa Chief Minister, Dr Pramod Sawant, at a function in Panaji on 30 May 2205 to celebrate the 39th anniversary of Goa’s statehood.

Goa is the third State/Union Territory after the Union Territories of Ladakh and Mizoram to achieve full functional literacy status. 

If 95 % of the population of a state/Union territory is functionally literate, then the state/union Territory is considered fully functionally literate. 

Target of Full Functional Literacy 

The Government of India aims to achieve full functional literacy by 2030. 

Full functional literacy includes both basic and foundational literacy, as well as numeracy literacy.

Basic literacy refers to a person’s ability to read, write, do simple arithmetic, or possess numeracy skills (3R).

To achieve the goal of functional literacy, the government of india launched ULLAS - Nav Bharat Saksharta Karyakram or the New India Literacy Programme in 2022. 

The ULLAS scheme targets people aged 15 and above who cannot attend formal school for various reasons.

The ULLAS scheme has five components: Basic Education, Foundational Literacy and Numeracy, Vocational Skills, Critical Life Skills, and Continuing Education.

The ULLAS scheme focused on community involvement and voluntary participation.

Statehood of Goa 

Portugal, a European country, established its colony in Goa in 1510. 

In 1961, the government of India launched Operation Vijay to liberate Goa and the Portuguese colony of Daman and Diu. 

The Indian armed forces successfully liberated Goa, Daman and Diu, and it became part of  India on 19 December 1961.

The 12th Constitutional Amendment Act 1962 conferred the status of Union Territory with retrospective effect from 20 December 1961.

The 57th Constitutional Amendment Act of 1987 separated Daman and Diu from Goa and made them a Union Territory.

The 57th Constitutional Amendment Act made Goa the 25th state of India, effective from 30 May 1987.
