President of Timor-Leste, Dr Jose Ramos Horta, is visiting India to attend the 10th Vibrant Gujarat Global Summit in Gandhinagar. President Jose Ramos Horta is on a three-day (8 to 10 January 2024) visit to India.
Prime Minister Modi and President Horta's talks:
- Prime Minister Narendra Modi and President Horta met in Gandhinagar on 9 January 2024. The Prime Minister welcomed President Horta and his delegation to the Vibrant Gujarat Summit.
- This is the first visit at the head of state or government level between the two countries.
Offers made by India to Timor-Leste:
- PM Modi reaffirmed India's commitment to building a vibrant "Delhi-Dili" connectivity.
- In September 2023, Prime Minister Modi declared the establishment of the Indian Mission in Timor-Leste.
- Prime Minister Modi offered assistance to Timor-Leste in many areas, mainly
- Capacity building
- Human Resource Development
- IT
- Fintech
- Energy
- Healthcare, including traditional medicine and pharma.
Invitation to join ISA and CDRI:
- Prime Minister Modi also invited Timor-Leste to join the International Solar Alliance (ISA) and the Coalition for Disaster Resilient Infrastructure (CDRI).
- The Prime Minister congratulated President Horta on ASEAN's decision in principle to admit Timor-Leste as its 11th member. The Prime Minister has expressed hope of achieving full membership soon.
- The two politicians also discussed regional issues and developments in the Indo-Pacific region.
Timor-Leste appeals to India for cooperation in several areas:
- President Horta expressed gratitude to the Prime Minister for the invitation to attend the Summit.
- Horta sought India's support in meeting its development priorities, especially in capacity building in healthcare and IT.
Timor-Leste supports India's permanent membership in UNSC:
- President Horta expressed support for India's permanent membership of the UN Security Council.
- The two leaders committed to continuing their excellent cooperation in the multilateral arena.
- The Prime Minister appreciated Timor-Leste's active participation in the two editions of the Voice of the Global South Summit.
- They agreed that countries in the Global South should coordinate their positions on global issues.
- Bilateral relations between India and Timor-Leste are based on shared values of democracy and pluralism.
- India was among the first countries to establish diplomatic relations with Timor-Leste in 2002.
