India Formalises Commercial Launch of Bio-based Biodegradable Plastic under BioE3 Initiative

Union Minister Dr. Jitendra Singh on 24th September, 2026 formally launched the commercial use of bio-based biodegradable plastic made from Polylactic Acid (PLA), marking a fresh step in India's move towards sustainable manufacturing. The initiative is being led by Balrampur Chini Mills Limited (BCML) under the government's BioE3 framework.
The Biotechnology Industry Research Assistance Council (BIRAC), functioning under the Department of Biotechnology, has sanctioned a Rs 75 crore grant to support a 100 TPA pilot-scale research facility for PLA and co-polymers. This facility will come up at BCML's integrated manufacturing complex in Kumbhi, Uttar Pradesh, and will focus on developing advanced bio-based materials while helping them move towards commercial-scale production. The venture is based on turning renewable sugarcane-based feedstock into PLA and bioplastics, creating a direct link between agriculture and sustainable material manufacturing.
BioE3 aims to push biotechnology beyond laboratory research into commercial products, sustainable manufacturing, and job creation. Dr. Singh noted that India's bioeconomy has expanded sharply, growing from around USD 10 billion in 2014 to nearly USD 195 billion today. He emphasised that the next stage must focus on converting scientific research into commercially viable technologies, and highlighted the "waste to wealth" idea, where region-specific biomass and waste can be transformed into valuable products using tailored biotechnology solutions.
