Central Vigilance Commission (CVC) is observing ‘Vigilance Awareness Week’ 2023 from October 30 to November 5, 2023.

Theme of Vigilance Awareness Week 2023:

  • The theme of ‘Vigilance Awareness Week’ 2023 being organized by CVC is "Say no to corruption; commit to the Nation”.

Various activity to be organized during Vigilance Awareness Week 2023:

  • Vigilance Awareness Week 2023 began with the administration of the Integrity Pledge by Commission officials – Praveen Kumar Srivastava, Central Vigilance Commissioner and Arvind Kumar, Vigilance Commissioner on 30th October at 11 am at Vigilance Bhawan, New Delhi.
  • As a prelude to the Vigilance Awareness Week 2023, the Commission had earlier issued instructions detailing the three-month campaign period (16 August 2023 – 15 November 2023) during which the following preventive vigilance measures are to be taken by all Ministries/Departments/Organizations.
  • The focus areas were to be taken as:
    • As a prelude to the Vigilance Awareness Week 2023, the Commission has launched the first three months of Awareness Building, Public Interest Disclosure and Protection of Informants (PIDPI) resolution.
    • Capacity Building Programme,
    • Identification and implementation of systemic reform measures,
    • Leveraging IT for grievance redressal,
    • Updation of circulars/guidelines/manuals,
    • Disposal of complaints received before June 30, 2023.
  • As part of the Vigilance Awareness Week 2023, the Central Vigilance Commission will also hold a panel discussion on disciplinary proceedings on November 2, 2023.

Central Vigilance Commission (CVC):

  • CVC is an apex Indian body which was established in the year 1964 to detect and conduct vigilance monitoring of corruption under the Central Government.
  • It was established to provide advice to various officers in the planning, implementation and review of vigilance in Central Government institutions.
  • Vigilance means ensuring clean and prompt administrative action to achieve efficiency and effectiveness of personnel in particular and institutions in general, because lack of vigilance leads to wastage, loss and economic collapse.

CVC’s Establishment:

CVC was established on the basis of the recommendation of K. Santhanam Committee:

  • CVC was established by the government in February, 1964. It was established on the recommendations of the Anti-Corruption Committee headed by K. Santhanam.
  • It was given statutory status by the Central Vigilance Commission Act, 2003 enacted by the Parliament.
  • CVC is not under any ministry/department. It is an independent body which is answerable only to the Parliament.

Structure of CVC:

  • The CVC consists of a Central Vigilance Commissioner (Chairman) and a maximum of two Vigilance Commissioners (Members).
  • The Central Vigilance Commissioner and Vigilance Commissioners are appointed by the President on the recommendation of a committee. This committee consists of the Prime Minister (Chairman), the Home Minister (Member) and the Leader of the Opposition in the Lok Sabha (Member).
  • The tenure of the Central Vigilance Commissioner and Vigilance Commissioners is four years from the date of assumption of office or till the age of 65 years, whichever is earlier.
