Prime Minister Narendra Modi addressed the nation on 12 May 2025 and outlined the government’s policy on terrorism, the objectives of Operation Sindoor, and its impact. This was the first time that Prime Minister Narendra Modi had spoken after India launched Operation Sindoor to target terror infrastructure in Pakistan and Pakistan-Occupied Jammu and Kashmir (POJK).
Operation Sindoor was launched on the night of 6 and 7 May after 26 tourists were killed by terrorists in Pahalgam, Kashmir, on 25 April 2025.
Policy on Pakistan
India will talk to Pakistan on only two issues:
- Return of the Pakistan-occupied Jammu and Kashmir to India and
- Terrorism emanating from Pakistan that threatens India.
No Change in government steps taken after the Pahalgam terror attack.
The government of India took a series of policy decisions after the Pahalgam attack. In his speech, the Prime Minister reiterated that there will be no change in the policy. He said that;
- Terror and trade cannot coexist- India suspended all trade ties with Pakistan after the Pahalgam terror attack.
- Terror and talks cannot coexist- It means that the Indian government will not talk to Pakistan officially or unofficially, unless and until Pakistan dismantles its terrorist infrastructure.
- Blood and water cannot flow together- This means that the government's decision to keep the 1960 Indus Water Treaty in abeyance will continue.
India’s New Security Doctrine
Prime Minister Narendra Modi also outlined the country's new security doctrine after Operation Sindoor.
- Operation Sindoor will be India’s policy against counter terrorism.
- Any terrorist attack in India will be treated as an act of war, and India will hit the terrorist groups at their roots (in Pakistan).
- Nuclear Blackmail. India will not accept any nuclear threat and will hit the terrorist base in its haven (Pakistan). Pakistan always threatened to use nuclear weapons if India attacked Pakistan or scrapped the Indus Water Treaty. The Indian government called off this nuclear bluff through Operation Sindoor.
- India will not make any distinction between the terrorist group and the government that supports them (Pakistan).
Other Highlights of PM Modi’s Speech
Operation Sindoor was launched on 6 and 7 May to hit terror infrastructure in Pakistani Punjab and POJK.
- Over 100 hardened terrorists were killed in the strike at the terrorist site in Bahawalpur and Murdike. These sites were the centre of global terrorism, which were linked to terrorist attacks of 9/11 in the United States, Tube bombing in London, the United Kingdom and various attacks in India.
- After Pakistan's drone and missile attack on civilian and religious targets in India, India retaliated and destroyed Pakistan’s air base.
- (Pakistani air bases that were targeted and hit were Nur Khan (Chaklala, Rawalpindi), Rafiqui (Shorkot, Jhang), Rahim Yar Khan, Sukkur, Chunian (Kasur), Skardu, Bholari, Jacobabad, Sargodha, Pasrur, Murid (Chakwal), and Sialkot.
- Pakistan asked for a pause in hostilities between the two countries, which India agreed to. The agreement came into force at 5 PM on 10 May 2025.
- India has not agreed to a ceasefire, but it is a temporary stop in firing, and Operation Sindoor is still in Operation.
- The Prime Minister praised the performance of the made-in-India weapon system during the conflict.
- The Prime Minister said this is an era of neither war nor terrorism.
- India will follow a policy of zero tolerance against terrorism.
