PM Modi To Chair 3rd National Conference Of Chief Secretaries In Delhi

Prime Minister Narendra Modi will chair the conference of Chief Secretaries in Delhi from 27 to 29 December 2023. This is the third such conference. The first conference was held in Dharamshala in June 2022 and the second in Delhi in January 2023.

Implementation of the principle of cooperative federalism:

This conference is inspired by the Prime Minister's vision to implement the principle of cooperative federalism. The National Conference of Chief Secretaries is organised to encourage participatory governance and partnership between the Central and State Governments. This year, a three-day national conference of Chief Secretaries is being organised from 27 to 29 December.
More than 200 people, including representatives of the Central Government, Chief Secretaries and other senior officials of all States/Union Territories, are participating in the conference.
This conference will further strengthen the delivery mechanism of government interventions at both rural and urban levels. This conference will form the basis for cooperative action to achieve a better quality of life.

Theme of National Conference:

The main focus of the National Conference of Chief Secretaries this year is 'Ease of Living'. This conference will set a common development agenda for united action in partnership with states. Besides, emphasis will be laid on preparing a blueprint of the development agenda and its implementation.

Major areas of discussion in the conference:

There will be special emphasis on easy access to welfare schemes and quality in service delivery. The five sub-themes to be discussed in this conference are:
- Land & Property
- Electricity
- Drinking Water
- Health and
- Schooling
Apart from these, several other important areas which are being discussed in this conference are:
- Cybersecurity: Emerging Challenges
- Perspectives on AI
- Stories from the Ground: Aspirational Block & District Programme
- Role of States: Rationalisation of Schemes & Autonomous entities and Enhancing Capital Expenditure
- AI in Governance: Challenges & Opportunities
- Discussions will also be focused on drug de-addiction and rehabilitation.
- Amrit Sarovar
- Tourism promotion, branding and role of states
- PM Vishwakarma Yojana and PM Swanidhi

Best practices of States/UTs under each theme will also be presented in the conference.

About Cooperative Federalism:

Cooperative federalism is a concept that reflects the relationship between the Center and the State, where both of them cooperate with each other to solve common problems.
