The Home Ministry has decided to hand over the responsibility of security of the Parliament House complex to the Central Industrial Security Force (CISF).

  • Till now, Delhi Police personnel have been handling the security of Parliament.
  • CISF will likely take charge of Parliament's security before the Parliament Budget session. However, the Parliament staff will do the work of making passes for visitors.
  • The Parliament House will be protected by CISF personnel, the existing Parliament Security Service, Delhi Police, and CRPF Parliament Duty Group personnel, who will work together. 
  • The Home Ministry has directed CISF to conduct a survey of the Parliament House once. Through which it can be found out how regular deployment of CISF security and fire branch can be done.

Decision taken after lapse in security of Parliament:

  • On December 13, the anniversary of the 2001 terrorist attack on Parliament, two youths took advantage of the security lapse and reached the Lok Sabha.
  • Both the accused released coloured smoke from the canister in the Lok Sabha and raised anti-government slogans.
  • The government formed a committee to review the security of the Parliament complex. The committee is chaired by Anish Dayal Singh, who is the Director General of the CRPF. 

About Central Industrial Security Force (CISF):

  • The Central Industrial Security Force is a central armed force. It was formed under the Central Industrial Security Force Act in 1968. 
  • It was established on March 10, 1969.
  • It was established after the recommendation of the Justice Mukherjee Commission.
  • The Ministry of Home Affairs has seven Central Armed Police Forces (CAPFs). These forces include the Border Security Force, Indo-Tibetan Border Police, Sashastra Seema Bal, Assam Rifles, National Security Guards, and the Central Reserve Police Force. 
  • The main function of CISF is to provide security to government factories and other government undertakings. This force also protects various important institutions of the country.
  • Currently, the Central Industrial Security Force provides security to 358 establishments in the country.
